Baringo Benefits from Ksh160M Climate Resilience Program
The FLLoCA initiative/program focuses on empowering communities through financial support and capacity building to implement sustainable climate-smart practices.

The Baringo County Government is benefiting from Kshs.160 Million Climate Resilience Program courtesy of National Treasury through Financing Locally Led Climate Action (FLLoCA) initiatives at the ward levels.
The five-year climate resilience support funding program is part of the larger $295 million dollars loan to the Kenyan Government to support the 47 counties tackle the effects of climate change through locally led initiatives.
The FLLoCA initiative/program focuses on empowering communities through financial support and capacity building to implement sustainable practices such as climate-smart agriculture, water harvesting, reforestation, renewable energy, sustainable land use and management.
The Baringo County Government, in collaboration with NCCK, DCA, FLLoCA and local CSOs network in Baringo, will empower community members and individuals to fully participate in the FLLoCA project cycle in 10 wards, benefiting from the funds.
This will be done through capacity building of local community champions, and provide oversight through social audit processes.
During a training forum held at the KSG, Kabarnet, local champions drawn from WRUAs, CSOs, women, youth and PwD groups, WCCPCs FLLoCA committees, and PMCs were trained on accountability mechanisms and effective implementation of FLLoCA-funded projects.
The forum facilitators, including CO Silas Kwonyike, Philip Nandwa, Philip Tomno, and David Njuguna highlighted the important role of the local communities in taking the lead in their community-led initiatives for impactful projects.
While speaking in the forum, Philip Tomno stated “This initiative gives the locals the tools and ownership needed to build long-term resilience.”
David Njuguna observed that “Climate change advocacy and financing require a robust collaboration framework among diverse stakeholders to ensure equitable resource allocation, efficient implementation, and accountability.”
The Financing Locally-Led Climate Action (FLLoCA) initiative, designed to support climate resilience at the local level, highlights the need for strong governance and stakeholder synergy.
Reuben Kapkiyai, NCCK Baringo County official, noted with concern that “Collaboration among stakeholders is critical to addressing mismanagement and optimizing the impact of climate financing.

A coordinated approach that is rooted in transparency, capacity empowerment, and active community participation will ensure initiatives like FLLoCA achieve their intended goals.

FLLoCA is a nationwide strategy, backed by development partners including the World Bank, to help counties develop localized solutions to climate challenges and reduce vulnerability to the environmental shocks.
