The continued manufacture, distribution, and sale of illicit brew locally known as Busaa and Chang’aa by some identified individuals in Kuryondonin-Kaprogonya villages within Kabarnet town in Baringo constitutes a serious criminal offence besides an ongoing threat to public health and security.

This illegal activity has resulted in loss of life, severe health harm to youth, increased insecurity, intimidation of residents, and the breakdown of social order in Kewamoi Sub-Location.

The situation amounts to a public safety emergency and a direct violation of national laws governing public health, security, and illicit brews.

Residents have consistently cited the absence of effective National Government administration within the area as a key factor enabling the persistence of these criminal activities.

The lack of a resident Chief or Assistant Chief has created an administrative and enforcement vacuum, severely undermining prevention, intelligence gathering, community policing, and lawful intervention.

The community therefore formally and urgently petitions the National Government to take immediate action by appointing a Chief or Assistant Chief from the greater Kuryondonin village to restore lawful authority, coordinate security operations, and support community-led efforts.

This appointment is necessary to work in collaboration with elders, youth, women, and mothers who have demonstrated goodwill and commitment to eliminating illicit alcohol, protecting lives, and restoring peace, security, and dignity in Kewamoi Sub-Location and more so in Kuryondonin and Kaprogonya villages.

Continued delay exposes residents to further harm and constitutes a failure of administrative protection owed to the community.
